While trying to save all the unknown contacts at once, by clicking on the Save button, make sure that the contacts are successfully downloaded on your phone and seen on WhatsApp, then only go for another scan and save.
Make sure to not again click on the Save button before the contacts from the first Sync are saved to your phone.
